General Assembly of the cluster - the supreme authority for management, which include representatives of all companies and organizations to cluster.

The Expert Council has a dynamic membership, which is determined by its Chairman, Chairman of the Cluster Board and the Project Manager-depending on the nature of the task which must be consulted.
